东北网8月3日讯(记者安泽)3日，记者从省政府新闻办公室召开的新闻发布会上了解到，《中共黑龙江省委办公厅黑龙江省人民政府关于进一步引导和鼓励高校毕业生到基层工作的实施意见》(以下简称《意见》)正式出台。《意见》以培养人才、服务基层发展为目标，着力解决制约高校毕业生到基层工作的突出问题，加快构建引导和鼓励高校毕业生“下得去、留得住、干得好、流得动”的长效机制。 拓宽高校毕业生到基层干事创业渠道 《意见》明确，结合政府购买基层公共管理和社会服务开发高校毕业生就业岗位，重点在基层公共教育、文化体育等领域创造更多适合高校毕业生的就业岗位。引导高校毕业生投身扶贫开发和农业现代化建设，落实就业培训、继续教育和职称评聘等政策，鼓励高校毕业生到农业农村重点领域特别是脱贫攻坚一线工作，到农业生产经营主体就业。吸引高校毕业生到基层机关事业单位工作，推动编制、考录(招聘)政策向基层倾斜，实施公务员分级分类考录模式改革，放宽艰苦边远地区基层机关报考条件、允许县乡事业单位适当简化公开招聘程序。鼓励大学生参军入伍，落实学费资助、升学深造、就业创业等优惠政策，退役大学生士兵实施公务员定向考录，退役2年内同等享受应届毕业生相关政策。鼓励中小微企业吸纳高校毕业生就业，按规定落实贷款贴息和社会保险、职业培训等补贴政策。支持高校毕业生到基层创新创业，落实创业担保贷款贴息，加强创业平台建设，完善创业服务。继续实施特岗教师、“三支一扶”和西部计划等高校毕业生基层服务项目，落实就业升学扶持政策，拓宽项目生就业空间。 健全有利于高校毕业生到基层工作保障措施 《意见》提出，加大教育培训力度。完善培训和实训体系，对在基层工作的高校毕业生开展专业技术知识更新工程、创新创业等培训。完善基层职称评价机制。加大基层人才实践能力、工作业绩、工作年限等要素的评价权重，试行单独分组、单独评审、在基层定向使用的基层职称管理制度，允许破格晋升职称等级。提高基层工作人员工资待遇。落实国家工资新政策，对到基层机关事业单位工作的高校毕业生提前定级、高定工资档次(级别)，落实乡镇工作补贴、艰苦边远地区津贴和公务员职务与职级并行制度。加强其他保障措施。规范基层单位用人行为，做好社会保险关系转移接续，落实灵活就业补贴，扩大赴基层就业学费补偿和贷款代偿政策实施范围，对到农村基层急需紧缺专业(行业)就业的高校毕业生可给予专项安家费。 支持在基层工作的高校毕业生成长发展和顺畅流动 《意见》提出，实施高校毕业生基层成长计划，对在基层重点领域就业创业的优秀高校毕业生，实行导师制专项培养，放在校长助理、所长助理、专家助理、总经理助理等重要岗位锻炼，作为选拔干部人才、职务晋升和职称评聘的重点人选对象。拓展在基层工作的高校毕业生职业发展空间。落实省级机关录用公务员，除特殊岗位外，一律从具有2年基层工作经历人员中考录的规定，市地级以上机关事业单位拿出一定岗位公开遴选(招聘)有基层经历人员，推动在条件特别艰苦乡镇事业单位工作的高校毕业生轮岗交流。选调应届优秀高校毕业生到基层工作，加强培养，强化承担急难险重任务和在条件艰苦岗位上锻炼，择优选拔充实乡镇领导班子。完善基层人才顺畅流动机制。健全统一规范的人力资源市场，打破户籍、地域、身份、学历、人事关系等制约，促进高校毕业生在不同地域和不同性质单位间合理流动。优化公共就业和人才服务。健全服务体系，提高窗口服务质量，提升信息化服务水平。
