进入21世纪,随着国际贸易快速增长,国际通行标准不断增多,跨国公司快速崛起和国际金融体系的日益完善,国与国之间在经济、政治、文化上相互依存,商品、劳务、技术、资本、信息超越市场和国界进行全球扩散。特别是近十年来,随着现代电子通信传媒、现代交通方式的飞速发展,社交媒体、物联网、大数据、金融科技与区块链、虚拟现实、人工智能等数字技术的日新月异,人与人之间的时空距离骤然缩短,互联互通成为当今时代的“元模式”,整个世界紧缩成了一个“村落”,全球化已然成为不可逆转的时代潮流。
然而,全球化并非一个完美图景,全球化深入发展带来诸多负面效应。最为突出的是,贫富差距扩大不但存在于穷国和富国之间,更内化到国家内部并激化社会矛盾。因此,在全球化进程中质疑与反对之声不绝于耳。比如,依赖理论提出者萨米尔·阿敏认为,“全球化是一个反动的乌托邦”;经济学家阿兰·鲁格曼认为,“全球化非但没有走向成功,而且已经走向终结”。
按照全球战略家、风靡TED讲坛的主讲人帕拉格·康纳的说法,在过去短短不足20年内,质疑全球化已经终结的浪潮至少有四次。第一次是2001年发生在美国纽约和华盛顿的“9·11”恐怖袭击,这次恐怖袭击几乎摧毁了西方世界和阿拉伯世界的信任,导致边境管控加强,质疑全球化的浪潮由此兴起。第二次是2006年世界贸易组织“多哈回合谈判”破裂,有人认为如果没有统一的全球规则,全球贸易就会削减甚至萎缩。第三次是2008年全球金融危机,当时各国出口下降、国际信贷收缩,世界主要国家的公共政策议题,开始从强调释放市场力量的新自由主义范式向主张社会保护转变,全球化“双刃剑”负面效应发酵并搅动西方国家等经济体深层次的内外部矛盾。所有这些都被某些人拿来作为“去全球化”的证据,全球化进程似乎开始陷入停止,甚至发生逆转。
自2015年开始,随着美联储加息、中国经济增长放缓,以及廉价能源和技术发展导致的制造业回流和自动化生产,第四次全球化终结的声音逐渐响起来。特别是2016年世界接连爆出一系列“黑天鹅”事件,全球化进程再一次遭遇严重挫折。先是英国公投脱欧,卡梅伦离任,曾被视为区域一体化典范的欧盟面临着无法预估的不确定性。接着是特朗普当选美国总统,奉行孤立主义与保护主义,采取取消TPP、对墨西哥等国商品征收高额关税、在美墨边境修筑隔离墙、禁止穆斯林进入美国等反全球化政策。
2016年12月5日,意大利修宪公投被否,总理伦齐辞职,意大利最大的反对党五星运动正在积极谋求就退出欧元区进行不具约束力的公投。意大利是欧盟四大经济体之一,如果意大利退出欧元区基本上等同于退出欧盟,因此,欧盟将会面临随时分崩离析的危险。此外,欧盟议会投票宣布,不承认中国的市场经济国家地位,德国明确提出反对TTIP(跨大西洋贸易与投资伙伴协议),越来越多发达国家的政策天平,纷纷向贸易投资保护主义一边倾斜。
