在操纵员的培训过程中,学员须完成100多门课程的学习,并且通过国家核安全主管部门组织的笔试、口试、实操考核,最后通过反应堆操纵员考试。反应堆操纵员还要达到国家核安全法规规定的运行时间要求,方可获得操纵员执照。
在2015年的全国核电人才开发与建设研讨会上,中科华核电技术研究院有限公司人力资源部曲红在介绍有关情况时举例说,“考操作员没有时间谈恋爱,(这是)很痛苦的。”
中国对进入核电操纵员选拔的大学毕业生来源限制相当严格。赵成昆向1℃记者介绍,这类毕业生主要来自于清华大学、上海交通大学、西安交通大学和哈尔滨工程大学等少数老牌核专业高校。
包括操纵员在内,有核电企业人士表示,为了得到一名优质的核电人才,企业之间已经展开了激烈的角逐,互相挖人是常有的事。
1℃记者获得的材料显示,原中电投(2015年7月15日,中电投与国家核电组建成国家电投)在重组之前,其核电从业人员约2700人,其中大约有500人是从核工业系统引进的。
同样,1℃记者获得的另外一份材料显示,2015年,山东石岛湾公司从核工业系统引进的核电人才是101人,占公司正式员工738人的13.69%。
英国核能行业协会主席LordHutton在2015年向《中国能源报道》表示,未来十到十五年,人才短缺将成为全球核电行业面临的共同挑战。目前从事核电工作的人正在老去,所以如何吸引年轻人加入这个行业将成为最大的挑战。
核电人才的培养是一项复杂的系统工程
“现在很多年轻人很现实。”国务院参事石定寰在2015年的全国核电人才开发与建设研讨会上表示,“在这个情况下,核电的人才培养也遇到很大挑战。”在他看来,如何鼓励更多年轻人从事这一“非常重要非常光荣的事业”需要研究。
“核电厂面临一个新的问题,原来收入高,有优势,但是现在的优势已经慢慢失去了。”赵成昆说,“比如深圳,跟别的城市相比,那就没有优势。现在人员流动快。”他举例说,有的核电站费了很大的劲才从一所老牌核专业学校“挖到”一些毕业生,但经过企业的两年培养之后,由于薪水等因素无法满足就“跑”了。
以深圳为例,连倩倩对1℃记者说,她的薪水相对于其他行业整体水平来说并不高,属于“业内的中等水平”。她没有透露自己的具体薪水,但她相信,日后“通过不断提升自我能力,成为领域的技术专家,收入水平也自然会得到相应的提高”。
