在1979年3月28发生三里岛事故后,美国在时隔30年才于奥巴马政府期间重启新的核电项目。而福岛核事故的损失及其后续花费的最终成本为11万亿日元(约合6277亿元人民币)。日本民众对于核工业的信心遭到了严重打击,反核游行此起彼伏。
三里岛事故发生后,“核恶梦”这一标题随之也登上了《时代》杂志的封面。随后,美国前总统吉米·卡特找到了既是海军核动力之父,也是民用核能之父的海曼·里克弗将军求教。
“有史以来最伟大的工程师”的海曼·里克弗以私人的身份向吉米·卡特写了一封长信,并强调信件内容只是基于自身的核领域工作经验而成的。他写道:
“涉及人为因素的灾难性事故通常表现为以下4个特点:事故最初的导火索是一些相关较小的设备发生了一系列故障,继而便是工作人员出现了操作上的失误;及时的故障认定和快速的纠错行为可以避免事故进一步扩大;如果相关人员能够在较早前就注意到已经出现的小事并能够采取快速的纠错行动,接下来的事故灾难就将能够避免;为减少类似或更严重灾难再次发生的可能性,美国必须构建和实施足够严格的核安全技术标准,并加大对工作人员的能力培训。”
考操作员资格都没有时间谈恋爱
培养一名高级操纵员需要多少钱?
“我在这儿给大家讲一个数字,培养一个核电高级操作员的成本大概和养一个飞行员的成本差不多。”在2014年12月4日国家发改委举行的例行新闻发布上,国家能源局核电司司长刘宝华介绍,中国第一代核电操纵员都被称为黄金人,他们对于核电安全非常重要,“所以要做好人才的培养,慎之又慎”。
他说,国内核电发展当前面临一些新的包括人才在内的挑战。
中国第一代核电操纵员在法国培训时,每人的费用相当于一个成人平均重量的黄金。即便操纵员现在已经可以在国内培训获得,但培训费用每人仍需150万元。
培养一名高级的操纵员还需要漫长的时间和魔鬼式的训练。《中国青年报》曾引述国家核电董事长王炳华的话说,培养一个符合条件的核电站主控室操作员需要8到10年的时间。美国许多核电站的操控人员多是从潜艇服役人员中挑选的,而中国主要是从高校毕业生中自主培养。
王炳华当时介绍,一名核电主控室的操纵员除了参加各种严格的培训,在正式上岗前还需要3000个小时的实践操作,包括在常规电站(火力发电、水力发电等)、核电站调试阶段操控,以及在其他核电站的主控室随操作人员进行的“影子培训”。
