核电站的主控室由值班长、副值长、反应堆高级操纵员,汽轮机高级操纵员、辅助系统操纵员等5至6人负责值守。其中,正副值班长均是由高级操纵员晋升上去的。1℃记者在2014年到红沿河核电站的主控室采访时看到,这些操纵员面前有四五个电脑屏幕,以及几台投影,上面布满了密密麻麻的各种颜色的数字和图表。
“整个核反应堆的命运是由他们掌控的。”该核电站的讲解人员对1℃记者说,他们在主控室里随时监控反应堆的运行状况,根据用户的用电情况调节反应堆的输出功率,在出现故障的时候要迅速作出响应。
按照新的核电建机组都采用数字化设备操作的思路,一个机组需要4名获得操纵员执照的人员,现行核电站普遍采用6班制轮流换班的流程,未来的24台在建机组将需要的操纵员就多达600人。
1℃记者从有关核电主管部门独家获得的资料显示,截至2015年12 月,共有2075人持有核动力厂操纵人员执照,517人持有研究堆操纵人员执照。
“数量不是问题,现在操纵人员也分为高级和普通两类,每个核电厂都是提前几年准备培训和储存人才的。”作为中国核反应堆操纵人员资格核准委员会的成员,赵成昆对1℃记者表示,该委员会每年要开4次会议,对操纵员的资格状况进行评审。在核电站正常运营的情况下,目前的操纵员是可以适应的,关键是中国核电发展比较快,高级的、有经验的操纵人员需要采取措施加强培养。
“一旦发生大的事故,那这就看操纵员的水平了。这就是人的因素。”赵成昆说,一名高级和成熟的操纵员,其能力主要不是体现在理论水平高,而且对事故的分析与判断要准。
赵成昆分析认为,从此前发生的美国三里岛核事故、前苏联切尔诺贝利核事故、日本福岛核事故来看,都与操纵员对事故本身的判断有关。其中,尽管日本福岛核故事发生的主因是史无前例的地震加海啸造成的,操纵员当时的判断失误,则让事故有了进一步加重的机会。
2012年夏,提交到日本国会有关福岛核事故的一份综合独立调查报告解开了事故的原因:福岛核事故是一场“人为的灾难”。
对于任何一个拥有核电站国家来说,实践证明,发生一次核事故便是一次致命的打击。在上述三大核事故当中,有关资料表明,发生于1986年的切尔诺贝利核事故所释放出的辐射线剂量,是二战时期爆炸于广岛的原子弹的400倍以上。导致事故前后3个月内有31人死亡,之后15年内有6-8万人死亡,13.4万人遭受各种程度的辐射疾病折磨,方圆30公里地区的11.5万多民众被迫疏散。
