中小学领导过多不仅是人浮于事

如今一些中小学的校领导过多,已是一种普遍现象。比如,近日,有网友向媒体反映称,海南省一所乡村小学设置校长、教导处、德育处、总务处领导岗位16人,其中校长就有5人。

而笔者所在的学校,也是一所乡镇学校,分为初中部和小学部,有700多个学生,100多名教职工。学生人数不多,但是,大大小小的领导却不少,校长5人(还有一人从书记位子上退下来,尽管没有退休,天天不上班,却享受校级待遇,不在其中),各类主任十四五人。

县教育局长为科级,乡镇教工站站长为股级,乡镇教工站下的学校校长不知为何级?

校长们不上课(在上报时自称上课)自不必说,就是一些主任课时也不多——教师们就经常看到一些主任在上班时间,肩挎小包从学校大门出出进进,十分悠闲自在。众多的领导平时也没有多少工作可做,只是在应付上级检查时才忙上一两天。还有一些主任,如专管艺术节的一位主任,一学年之中,只是艺术节时才发挥点作用(不过,这两年艺术节也不办了),平日里并没有额外工作。

可是,每当年终考核或绩效考核时,领导们的工作业绩就突显出来了。按照有关规定,主任们的工作量是按每周4个课时计算,而绩效考核的系数是按1.1计算。这样一来,年年教师工作量考核的前十几名都是在领导岗位上的人,一般教师很难进入。而学校又有规定,每年考核为优的教师都是按所谓的工作量考核来定。这样一来,学校年年考核为“优”的教师基本上是领导们。当地教育局也有规定,给连续3年考核为“优”的教师记功一次,晋升一级工资。还不止这些,教师晋级考核中规定,5年的工作考核必须是3年为优,否则,不能晋级。

而绩效工资考核,主任们的量化系数为1.1,他们的工作量虽然不大,但是,乘以1.1之后,绩效工资就比一般教师高出不少了。

成为领导,不仅绩效工资比一般教师多,而且,能够评“优”,能够工资升级,还能晋升职称,和教师个人的切身利益关系重大。于是,一些教师不是好好研究教学,认真上课,而是想方设法挤进领导岗位。而因为某些原因,学校也为某些人特意设定一个领导岗位,就像那位专管艺术节的主任,最重要的原因,就是其同村的一位本家是县教育局某部门的一个头头。

而不少学校也存在着一些主任为了官位而给校长送礼行贿的现象。如笔者所在的学校,只要是主管校长晚上值班,那些主任就轮流到饭店请校长喝酒吃饭。

领导岗位多,人浮于事,工作效率低下,工作中互相推诿扯皮。学校曾经出现这样的笑话:一个校工负责的卫生区内有一张废纸,主管校长路过时看到了,通知了总务校长。总务校长立即前去察看,之后又通知总务主任,总务主任又通知校工。最后,校工捡起这张废纸,放到垃圾箱里。一圈下来,再多的废纸也应该捡完了。

领导岗位众多,严重影响了一线教师的工作积极性。不少一线教师课时不少,工作兢兢业业、勤勤恳恳。可是,到年终考核和绩效考核的时候,却赶不上那些主任,不能被评“优”,绩效工资也赶不上主任们。这种现象,让一线教师的工作积极性受到极大伤害。

而有些教师一旦成了管理者,工作重点就不再放在教学教研上,而是放在了一些事务性的工作上。有些教师想两者兼顾,可是能力不够,往往两者都做不好。

学校领导太多,损害了教师们的切身利益,影响了教师们的工作积极性,对学校管理也没有什么益处。

中小学校是应该好好简政了。
