叙利亚总统大赦逃兵役人员 或意在鼓励难民回国

新华社大马士革10月9日电叙利亚总统巴沙尔⋅阿萨德9日颁布法令，赦免境内外逃避兵役人员。

据叙利亚通讯社报道，大赦令对本月9日前违反军事刑法中有关逃避兵役条款的人员免除刑罚，法令自发布当日起生效。根据法令，叙境内和境外在逃人员分别有4个月和6个月的宽限期，在规定期限内自首者方可被赦免。

据统计，叙利亚危机期间有数万名适龄青年逃避兵役，其中离开叙利亚成为难民者数量众多。有分析认为，随着叙利亚政府收复大部分国土并呼吁难民回归祖国，此时颁布大赦有利于扩大兵源，也有鼓励难民回国的考量。

根据叙利亚法律，逃避兵役者可能面临数年监禁。此前，巴沙尔曾多次赦免逃避兵役人员。
