去年，中国曾表示将向菲律宾提供价值1400万美元的反恐物资援助。今年5月15日，菲律宾国防部代表团与中国武器出口公司保利集团签署了购买武器和其他装备的意向书(LOI)，总价值可能达到8500万美元。上次在菲律宾军警手里的国产97式5.56毫米突击步枪，应该是去年援助的反恐物资。而这次到货的CQ-A自动步枪和各种狙击步枪，则是第二批。
