中小学可惩戒学生 这样的法规老师敢执行吗?(图)

中小学可惩戒学生,老师给破坏课堂正常教学秩序的学生以惩戒。近日,青岛市政府发布地方性规章《青岛市中小学校管理办法》。《办法》中提到“中小学校对影响教育教学秩序的学生,应当进行批评教育或者适当惩戒”。据了解,这是全国或地方教育性法规中,首次提出“惩戒”的概念,引发舆论热议。


对于这一规定,家长、教师、学生和专家都各有看法,来听听他们都怎么说。

家长

惩戒可以有,如何惩戒应由师生讨论商定

严明青(儿子在北京某知名小学上二年级,哲学博士,曾专门辅修教育心理学):

老师给破坏课堂正常教学秩序的学生以惩戒,没有问题。但是必须要明确惩戒的“程度”和“方式”。如果以损害孩子自尊心的方式来进行惩戒,那肯定不行;以惩戒的名义打孩子,也同样不行。

我们小时候,老师打几下很正常,站讲台甚至教室外罚站也常见,因为我们本来就是“野蛮生长”的一代,皮实。但是,这一代孩子的成长环境是不一样的,他们得到了社会、家长、亲戚更多的文明对待,自尊心也被保护得很好,所以教育方式也应该符合这一代孩子的心理特点。比如,扔个粉笔头打一下上课讲话的学生、把不专心听课的学生叫起来等方式,我认为都不够妥当。我能够接受的是,对破坏课堂秩序的行为,老师可以当时制止,否则对专心听课的孩子不公平,但应该在课后了解详细情况和原因后,再进行私下惩戒。

更好的做法,我认为老师应该和学生们进行事前的充分讨论,一起制定惩戒的规则。比如什么样的行为会受到惩戒,惩戒应该采取什么方式,是在教室里划一个惩戒角,还是要求多做几天的值日,负责教室的清扫和整理等。这些应该由老师和学生们一起来讨论,寻求一个大家都接受的规则和方式。让孩子参与到这个过程中来,孩子遵守规则的积极性和主动性都会提高很多,而且讨论的过程和执行的案例,对孩子就是一种很好的教育。毕竟,惩戒只是手段,让孩子们都能够了解并遵守一定的规则才是最终目的。

教师

不关注孩子心理的老师可能会伤害孩子

杨光(化名,小学老师,从业近20年):

我个人非常不看好这个规定。中学阶段,孩子基本成熟了,我们姑且不论。但是小学阶段,还是不应该有这条规定。

老实说,目前教育行业准入门槛太低了。尤其是小学教师,对从业者是否掌握孩子的成长规律、是否能时刻关注孩子的心理健康并且积极与孩子沟通等这些重要方面,都没有要求。考察一个教师是否合格、是否优秀,一味地强调教学经验,几乎只关注教学成绩,这完全是本末倒置。

在小学阶段,培养孩子健康的人格和品德很重要。一个“长歪了”的高分学生,能对社会作出什么贡献?但现在的情况是,孩子不仅要在学校里一味地学习,还要参加课外的各种补习班,老师和家长都对孩子的心灵关注太少。

为了追求教学成绩,很多老师本来就对所谓调皮捣蛋、影响课堂秩序的学生给予了很多冷暴力,如果再有惩戒这一把“尚方宝剑”,我相信会有更多的孩子深受其害。
