新华社上海1月13日电(记者潘旭 吴振东 仇逸)近日,上海一中学教师在高级教师资格评审公示期间受到质疑,该教师曾于2015年在医院与医生发生肢体冲突,网友对其师德提出非议。闵行区教育局12日作出回应,认为该教师不存在师德问题。从“打人”到“阻火车”,师德问题是否仅限于校内范畴?

时隔两年,网友仍不满“打人教师”评职称

争议当事人为上海闵行区一中学语文教师缪某,其名字出现在“2017年度上海市中小学教师高级专业技术职务任职资格评审委员会(闵行)评审通过人员名单公示”页面中。

根据闵行区警方提供消息,2015年9月26日,缪某与上海国际和平妇幼保健院的一位医生因取化验报告一事引发冲突,后经调解双方达成协议,作为纠纷案结束。而根据当时缪某所在学校的声明,缪某当时“处事不冷静,客观上给医生造成身体伤害,确实很不应该,也很后悔”。

2016年10月,上海市人保局网站公示了《上海市居住证》人员申办本市常住户口名单,其中缪某的名字赫然在列。此事遭网友质疑后,当事人“因个人原因,自愿撤销”落户申请。

近期,缪某评职称的公示名单上网后又遭非议。不少网民再次发出当时事件现场照片,谴责教师动手打人的过激行为,“师德应该作为评职称的基础标准,应不予考虑。”也有网民认为,不能永远关上大门,只要悔改应当给予当事人机会。

闵行区教育局12日表示,缪某“高级教师专业技术职务任职资格”申报与评审工作符合程序,当事人不涉及违反师德问题。

专家建议全面评估涉事者师德师风

根据闵行区所提供的评审程序,第一部分为专业测试,第二部分为面试答辩,第三部分为综合评审,都以学科类技能评价为主。经全体评委投票表决后,缪某等51位教师具备高级教师任职资格。

此外,闵行区教育局提供的一份情况说明称,学校和教育局未接到家长和学生对其有违师德规范等方面的投诉,其未涉及《中小学教师违反职业道德行为处理办法》所规定的相关问题。

相关专家认为,对于曾在社会上因道德问题引发争议的教师,在岗位、职称、奖励等评审中,应对当事人师德进行全面评估。

近年来,教育部就师德问题连续发文,其中包括《关于建立健全中小学师德建设长效机制的意见》《中小学教师违反职业道德行为处理办法》《关于建立健全高校师德建设长效机制的意见》等,明确提出建立健全大中小学教育、宣传、考核、监督、奖惩相结合的师德建设长效机制,将师德表现作为岗位聘用、职称评审、评优奖励等的重要指标,实行一票否决。

如《中小学教师违反职业道德行为处理办法》就规定,体罚学生、有偿补课、歧视学生等10类校内行为被列为违反师风师德。

上海师德研究与评价中心主任王正平曾多次参与上述教育部文件讨论制订,他认为,实际评审时,对师德评估不能仅限于这10类行为,所谓身正为师,对教师的道德要求高于常人,因此文件和规定不可能面面俱到。

华东师范大学教育学部教授吴遵民说,师德师风建设在具体落实时按评分的量化指标,比如违反哪一项扣除相应得分。“如果是校外行为,专家在评审时应视具体情况而定,不能因为是校外行为而无视,也不能因为事情过去了就不计较。”

拦火车、性骚扰……如何约束课堂外的“任性”?

近日,合肥一女教师在火车站台上因等人而无视工作人员劝阻,用身体阻挡车门关闭,造成列车晚点。事件发生后,涉事人已被停职,学校作深刻检查;原北京航空航天大学博士生导师、长江学者陈小武因存在对学生的性骚扰行为而被取消行政职务和教师资格。

课堂外的教师行为该如何规范约束?根据教育部相关文件,中小学教师违反师德师风的行为包括体罚学生、有偿补课、歧视学生等10类与教育教学直接相关的行为,而高校教师的师德行为的“7条红线”还包括了“不得对学生实施性骚扰或与学生发生不正当关系”。

记者了解到,目前全国31个省份都根据教育部的相关文件,建立了相应的师德建设制度,并将师德作为聘任和考核重要依据。然而,从教育部的中小学“10类行为”、高校“7条红线”,到地方规定,都甚少涉及教师校外的道德行为。

王正平说,师德相比一般道德有更高要求,教育部门规范了校园内的师德,校园外的道德衡量可引入社会评价。

21世纪教育研究院副院长熊丙奇说,建议在学校管理与教师评价中,引入教师委员会与家长委员会,通过教师委员会与家长委员会共同参与制订教师评价标准,实行教师同行评价、学生家长评价,丰富评价参与方,实现师德师风的全过程评价。
