联合国通过《移民问题全球契约》

新华社拉巴特12月10日电（记者陈斌杰）联合国全球移民问题政府间会议10日在摩洛哥南部城市马拉喀什举行。《移民问题全球契约》在会上正式获得通过。

150多个国家的政府代表参加此次为期两天的会议，会议将于11日闭幕。摩洛哥外交与国际合作大臣纳赛尔·布里塔在10日的会议上宣布契约获得通过。

《移民问题全球契约》是首份涵盖国际移民各方面问题的综合性政府间协议。联合国秘书长跨国移民问题特别代表路易丝·阿伯强调，契约的通过是对《联合国宪章》和国际法所体现的价值观和原则的重新肯定。

联合国秘书长古特雷斯在会议前表示，希望世界各国政府在制定和实施移民政策时能够确保契约发挥作用。

《移民问题全球契约》全称为《安全、有序和正常移民全球契约》，其制定进程历时逾18个月。今年7月13日，联合国除美国外的192个会员国就《移民问题全球契约》最终文本达成一致。契约设定了23个目标，涵盖移民驱动因素、合法渠道、打击贩运和走私以及移民回归等多个方面，但契约不具法律约束力。
