美国滥用监控权遭质疑

在此次国会辩论中，美国情报机构的境外监听问题没有引起应有的重视。过去5年来，美国全球监听丑闻一再曝出，引发国际社会普遍批评。2013年，据斯诺登公开的机密文件，美国国家安全局监控了35个外国领导人的电话，并通过技术手段在全球范围内追踪并窃取手机活动信息，每天收集的记录高达50亿条。2015年8月，《纽约时报》称美国电话电报公司帮助国家安全局大规模监听、收集互联网民众信息，联合国总部的电话一度遭窃听。去年3月，近9000份有关美国中央情报局黑客工具的文件被曝光，显示中情局拥有强大黑客攻击能力，能够秘密侵入手机、电脑乃至智能电视等众多智能设备。该事件被多家国际媒体称为美国史上最严重的监控丑闻。 （胡泽曦）
