基础不牢，地动山摇。打赢脱贫攻坚战，全面建成小康社会，工作基础在基层，力量源泉也在基层。农村基层干部身处农村改革发展的第一线，其廉洁履行职责，对落实党的路线方针政策，维护农村集体和农民群众利益，促进农村经济社会又好又快发展，具有十分重要的意义。中办国办印发的《农村基层干部廉洁履行职责若干规定（试行）》，对农村基层干部廉洁履行职责设定了行为规范。其中，明确要求村党组织领导班子成员和村民委员会成员禁止妨害和扰乱社会管理秩序。不准有下列行为：
