不征求居民意见，不按程序报备施工，结果导致一些区域未如期供热，近日哈尔滨对相关单位和责任人严肃问责。寒冬凛冽，不能按时供暖，多少百姓受冻，这决非小事。供暖的事没办好，表面看是有规不循，实质是没把老百姓的事放在心上认真办。不守规矩，不问民生，一味“瞎对付”，不出问题才怪。问责当然不可少，唤醒为民之心更是关键。有了一颗为百姓着想的火热之心，何愁做不来暖人心的实事？
