【聚焦生态文明建设】生态保护红线全国“一张图”呼之欲出

地方政府是严守生态保护红线的责任主体。例如，北京市要求全市的生态保护红线区面积只增不减、生态功能不断提升；四川省定期对红线保护成效开展绩效考核，结果作为确定生态补偿资金的直接依据；贵州省建立领导干部任期生态保护红线责任制，保护不力将被问责。生态环境部南京环境科学研究所所长高吉喜提醒，各地划红线的面积比例一定要切合实际，“既不能刻意追求规模和比例、以次充好，也不要怕被套上紧箍，不敢划、不想划”。

据悉，国家发展改革委已批复国家生态保护红线监管平台建设，总投资2.86亿元，预计2020年年底前建成。“监管平台将依托卫星遥感手段和地面生态系统监测站点，形成‘天空地’一体化监控网络，实时监控人类干扰活动。”程立峰透露。
