本月6日，乌克兰东部三个州的亲俄民众举行大规模抗议集会，提出在乌克兰实行联邦制等要求，并冲击和占领州政府大楼。乌克兰当局将抗议者视为“恐怖分子”，宣布8日展开“反恐行动”，乌国家安全和国防委员会13日决定让军队参与行动，并于14日夜间在顿涅茨克州北部开始“反恐行动”。
面对急剧恶化的局势，俄罗斯总统普京希望联合国谴责乌克兰在乌东南部采取的军事行动，俄总理梅德韦杰夫则表示乌克兰正处于内战边缘。
