据韩联社消息，31日中午朝鲜在半岛西部海域开始进行射击演练后，白翎岛、延坪岛等西部海域五个岛屿的居民和学生于12时40分许紧急进入避难所避险。
截至下午1时30分，大部分居民在韩海军陆战队和政府工作人员的指挥下进入到避难所。截至目前，进入避难所的居民中白翎岛居民有1000人，大青岛居民有790人，延坪岛居民有362人，小青岛居民有86人。当地瓮津郡政府的有关人士表示，由于还有部分居民没能进入避难所，具体避难人数还需要进一步统计。
另外，在岛上上学的500多名学生也在教师的指挥下进入到了学校内部和外部的避难所。一位校长表示，当日早上接到了朝鲜发射海岸炮时要紧急避难的通知，学生们并没有受到惊吓，避险过程较为井然有序。
报道称，31日早上共有43艘韩国渔船出海，上午10时许，韩国海军和海警向在西部海域进行捕捞作业的渔船下达了回港命令。这些渔船目前已经回港或是到附近港口避险。
据悉，开往白翎岛和延坪岛的客轮也紧急停航。上午8时50分，从仁川开往白翎岛的一艘客轮在朝鲜开始进行射击演练后于12时30分许停在了大青岛，这艘客轮原计划12时50分许抵达白翎岛。船上367名乘客中除了在小青岛下船的16名乘客以外，其余351人在大青岛下船并进入避难所。另外，下午1时许从仁川出发开往延坪岛的一艘客轮被取消航行。
