党内监督的一个突出问题是，各方面的监督不够平衡。自上而下的组织监督相对较强，而自下而上的民主监督、同级相互监督、党内党外监督的相互结合、党内监督体系和网络建设，还相对较弱。加强和改进党内监督还需要及时补短板。要改进自下而上的民主监督，必须克服两大思想障碍，一是克服片面理解民主集中制；二是克服错误地理解党的上下级关系。我们要提高监督的自觉和自信，明确自下而上监督的责任主体，建立健全自下而上监督的具体而可行的制度。（李景治/文据《党政研究》2017年第4期）
