中安在线讯据淮南网报道，7月31日，淮河早报、淮南网记者获悉，市财政局、民政局联合印发《关于进一步规范我市自然灾害生活救助资金管理的通知》(以下简称《通知》)，旨在进一步规范淮南市各级对救助资金管理和使用，切实保障受灾群众基本生活。 据了解，自然灾害生活救助资金，是指中央和省、市、县、乡(镇)财政安排的自然灾害生活补助资金，主要用于解决遭受自然灾害地区的农村居民无力克服的衣、食、住、医等临时困难，紧急转移安置和抢救受灾群众，抚慰因灾遇难人员家属，恢复重建倒损住房，以及采购、管理、储运救灾物资等项支出。 《通知》明确了资金补助项目及内容。安排重、特大自然灾害补助资金的项目包括六类：紧急转移安置项目、过渡性生活救助项目、旱灾救助项目、冬令春荒困难补助项目、农房倒损恢复重建项目、遇难人员家属抚慰项目。 《通知》还规定了灾害救助范围和支出主体责任，落实了分级管理、分工负责的职能划分和资金的分担比例，健全了资金拨付程序和资金监督管理机制，为切实保障受灾群众基本生活提供了制度保障，进一步提升了受灾群众的获得感。
